PhilHealth now covers hospital admissions shorter than 24 hours when the patient dies or is transferred, and employed solo parents can stop paying their share of premiums.

PhilHealth will now pay for a hospital admission that lasts less than 24 hours — if the patient dies or has to be transferred
Circular 2026-0013, published September 3 and in force fifteen days later, lets hospitals claim PhilHealth's existing case rates for inpatient admissions under 24 hours in two situations: the patient died while admitted, or was moved to another facility for continued care before the 24 hours were up — to a bigger hospital, a same-level one, or a smaller one for step-down care, including transfers the family asked for, as long as the move is medically appropriate and documented. It is not a new benefit, and it is not blanket coverage of short stays: patients sent home improved, discharged against advice, or who left are not covered by it, and neither are ER visits, observation, or a patient who arrived already deceased (those fall under PhilHealth's outpatient emergency benefit). The hospital files the claim, not the family.
Why it matters: Families used to hear that a short, frightening admission — a parent rushed in at night and transferred to a better-equipped hospital by morning, or who passed away within hours — "didn't count" because it fell short of 24 hours, and the whole bill landed on them. That gap is now closed for those two cases. If it happens, ask the billing office to apply PhilHealth to the bill, and make sure the transfer is documented: the circular requires a referral form and a transfer consent form signed by the patient or an authorised representative, and missing paperwork is a stated ground for the claim to be denied. Worth knowing who at home can sign as that representative before you need one.

Employed solo parents can stop paying their share of PhilHealth premiums — but only after registering for it
Circular 2026-0015, published September 26, has the national government subsidise the employee share of PhilHealth premiums for employed solo parents registered with their LGU's Solo Parent Office and holding a valid Solo Parent ID; employers still pay their share. PhilHealth says this applies from October 2026, but it is not automatic: the member files a PhilHealth registration form with a copy of the Solo Parent ID and an HR certification, through the employer or directly at a PhilHealth office or the Member Portal. Dependents listed on the back of the Solo Parent ID are recognised — including relatives up to the fourth civil degree, a privilege no other PhilHealth membership type has. Let the ID lapse without reporting the renewal and premiums are owed for the gap.
Why it matters: Plenty of families abroad have a sister, cousin or adult child at home raising kids alone and working — and helping with their bills. This is money back every month for them, and the fourth-degree rule can bring a dependent relative under their coverage too. It only happens if someone does the paperwork, and a representative can file it with an authorisation letter and an ID. Forward this to whoever it applies to.
